Deputy General Counsel, Labor Employment Law
We are seeking a Deputy General Counsel to join our team, with a special focus in labor and employment law. In this role, you’ll be conducting HR and EEO investigations, defending the Agency in administrative proceedings (BOLI, EEOC, DOL, ERB), and assisting with labor arbitrations. You also will be responsible for advising on a variety of employment and labor matters, ensuring that our organization remains compliant with all legal regulations and guidelines.
This role provides support for more senior staff within the Labor Relations and Human Resources Division and the rest of the Agency, using your legal research and writing skills to prepare comprehensive legal documents and analyze complex legal issues. You will work closely with our team to ensure that legal services are delivered in a timely and efficient manner, while also maintaining the highest standards of quality and professionalism.
The ideal candidate for this position will have a background and strong interest in labor and employment law, as well as experience in legal research and writing. You should also be able to work independently, manage multiple projects simultaneously, and communicate effectively with internal stakeholders and external partners.

This role requires being in office a minimum of three (3) days per week.

- Essential Functions:
- Analyze and evaluate labor and employment laws and regulations and provide regular updates to department stakeholders.
- Assist with providing in-house legal services to the District with particular emphasis on labor and employment law, including accommodations, ADA, FMLA/PLO, and public sector labor law.
- Assist with EEO-1 and AAP reporting.
- Participate in workplace HR and EEO investigations, including conducting of investigations, and assist with providing training to managers and HR staff on effective workplace investigations.
- Be effective and capable of defending administrative charges (BOLI, EEOC), labor arbitrations, and unfair labor practice charges (ERB), with guidance from senior attorney.
- Competently apply legal analysis, research, and writing to draft clear, concise, organized and accurate legal arguments and advice.
- Maintain comprehensive knowledge of pertinent federal and state laws, regulations, rulings, interpretations and court decisions as they affect TriMet.
