DHHS IT QA Test Lead
Client (DHHS) Information Technology Division (ITD) seeks a Quality Assurance (QA) Test Lead for the Medicaid Enterprise System (MES) Program. This role is 100% remote.

The QA Test Lead will be responsible for overseeing and managing the end-to-end testing of one or more modules in a mult million-dollar Medicaid Enterprise System (MES)/Medicaid Modular Information System (MIMS) project for the State of North Carolina.
- Required Skills/Qualifications:
- Strong background in software test management with at least 10+ years of experience as a Test Lead/Test Manager
- Proficient in all phases of testing and types of testing - Functional, non-functional; smoke, sanity, integration, usability, User Acceptance, end-to-end, regression and performance.
- Experienced with managing testing teams of more than 20-25 testers in both SIT & UAT
- Should have 5+ years of experience coordinating several testing teams across various divisions and units of an organization that could be distributed geographically
- Should have 5+ years of experience coordinating with vendors and managing vendor testing teams
- Experience in driving test automation on large programs - how and when to automate, conducting feasibility study and ability to make recommendations
- Strong experience with Waterfall, agile and hybrid project methodologies
- Experience with Cloud testing
- Proficient in Test Management Tools such as Microfocus ALM
- Expert level knowledge of Microsoft Excel and PowerPoint
- Should have working knowledge of JIRA, SharePoint, and ServiceNow
- Effective leadership, communication, presentation, and facilitation skills
- Strong understanding of quality metrics and excellent reporting skills
- Preferred Skills/Qualification:
- Hands on experience in test automation/test automation tools
- Strong knowledge of security, penetration, load, and performance testing
- Experience in Medicaid or Medicaid Management Information System (MMIS) projects; Knowledge of CMS seven standards and conditions and MITA frameworks; CMS certification requirements; Pharmacy Benefits Management (PBM), Provider (PDM/CVO) experience.
- Responsibilities: The Test Lead will
- Lead the entire test management process
- Report to and work closely with the QA Manager in creating and maintaining test plans, test strategies and testing roadmaps, tracking, and reporting on testing progress, quality metrics and milestones
- Manage, direct, and coordinate SIT and UAT teams
- Mentor and guide testing teams on the creation and execution of test cases; Prioritize and assigns test responsibilities to the testing team
- Coordinate and drive test planning sessions; Drive defect management process
- Coordinate with vendor(s) to ensure testing is on track and meets the quality metrics
- Review test scenarios, test cases, and test data for completeness in requirements coverage (RTM)
- Train and guide Business users through UAT; Prepares testing manuals as needed
- Manage and mitigate test/QA-related risks and issues to the program - escalate risks as needed
- Gather, interpret, and present test execution metrics for socialization with steering committees.
- Work with test automation teams to meet the automation goals per the test plan
- Review client requirement and provides feedback
- Reviews and re-evaluates the test strategy to adjust for new information, changing risks, shifting priorities, and schedules
- Oversee quality review of various applications
- Oversee projects to make sure work is scheduled based on priorities, risks and team strengths and assignment of resources across projects
- Assist in test environment setup/teardown, test automation, and exploratory testing
- Provide suitable solutions for issues/errors based on the understanding of the system and client business processes
- Works with clients in evaluating and implementing new technologies and offer strategies for new opportunities
- Assists in formulating QA standards and best practices, organizational policies and processes and strategic plans
- Assists management in setting the direction for quality assurance within the organization
- Assists in recruiting new staff, conducting interviews and evaluate potential candidates
