The position reports to the Preparedness Bureau Chief, but also works closely with the REP Program Manager to ensure program objectives are being met.The position is located at the Iowa National Guard Joint Forces Headquarters in Johnston, IA.Desired skills and abilities include:

- Coordinating off site activities for nuclear power generation stations in and near Iowa.
- Assist counties in southwest and eastern Iowa as it relates to emergency management planning and preparation in the event of a radiological incident.
- Coordinate exercise and rehearsal activities with the utilities, the Federal Emergency Management Agency (FEMA), host and risk counties, state agency partners and other affected parties.
- Work with host and risk counties to ensure that the county plans are updated and reviewed, training is completed according to the timelines specified in the plans, the appropriate training records are maintained and that the EAS (Emergency Alert System) is functional and messages are up-to-date.
- Responsible for the statewide dosimetry (TLD) program, including the coordination of a contract provider, annual ordering and distribution.
- Provide accurate and timely response to any FEMA issues or inquires as it relates to planning, training and exercise.
- Assist in the preparation of the Annual Letter of Certification for FEMA
- Coordinate to ensure accurate and in-date supplies of potassium iodide (KI) is available for off-site emergency workers within the ten-mile Emergency Planning Zone (EPZ).
- Assist other members of the REP team in executing their duties and emergency preparedness programs.
- Remain current on radiological emergency preparedness doctrine from the Nuclear Regulatory Commission (NRC) and FEMA.
- Serve as an Operations Officer during activation of the State Emergency Operations Center (SEOC), ensuring needed resources are mobilized in a timely and efficient manner to impacted areas. Activation may be for a real event, or exercise participation.
- Maintain a high level of knowledge and understanding of the Bureau's operation to assist the staff and Bureau Chief. Provide support on an as-needed basis to other Response Elements during exercises and actual events.
- This position will also perform other duties as assigned by the Director, Chief of Staff, Response Division Administrator, or Preparedness Bureau Chief.

6 months experience, 12 semester hours, or a combination of both in the entire emergency planning process from meeting and working with partners to developing and writing the plan to working back through an approval process with the partners. Knowledge of emergency management and the systems and processes employed in Response, Recovery, Mitigation and Preparedness are essential.AND205 Homeland Security or Emergency Management:
6 months experience, 12 semester hours, or a combination of both in technical and administrative knowledge of Homeland Security or Emergency Management functions, such as telecommunications or radioactive state-of-the-art equipment and systems activated because of a terrorist or natural disaster.AND206 Homeland Security or Emergency Management Operations:
6 months experience in disaster operations which required knowledge of Homeland Security or Emergency Management activities related to terrorism or natural disaster response, recovery, protection (physical security), detection (intelligence), prevention (protective action recommendations), and deterrence (critical asset assessments). Experience would have also provided the ability to operationalize plans, guidebooks, and procedures in response to Homeland Security threats and natural disasters.

One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c.
