I am seeking an experienced researcher or data analyst to help identify U.S. cities that are highly dependent on HUD CDBG (Community Development Block Grant) and HOME Investment Partnerships Program funding.

Scope of Work

1. Data Gathering

  • Locate and extract the most recent CDBG & HOME funding data for entitlement communities using reliable sources such as the HUD Exchange.
  • Identify and compile annual allocations, past consolidated plans, and CAPERs (Consolidated Annual Performance and Evaluation Reports).

2. Dependency Analysis

  • Develop a clear methodology to assess how dependent each community is on CDBG and HOME funds.
  • Focus not just on total dollar amounts but also on the percentage of each city’s community development budget funded by these federal sources.
  • Highlight any cities where CDBG/HOME funds have supported critical or high-profile local projects, indicating reliance.

3. Prioritization & Deliverable

  • Deliver a prioritized list of cities ranked by relative dependency on these federal funds.
  • Include a concise summary for each city explaining the key reasons for their ranking, supported by data.
  • Provide source links or documentation for verification.

Ideal Candidate

  • Proven experience in grant funding research, HUD programs, or local government budgets.
  • Skilled at finding and interpreting federal program data, including consolidated plans and performance reports.
  • Strong attention to detail and ability to create clear, actionable summaries.
  • Excel or Google Sheets proficiency for organizing and presenting data.
  • Bonus: Familiarity with community development processes or municipal finance.

Timeline

  • Project start: ASAP
  • Expected completion: Within 2–3 weeks
  • Milestones will be set for data gathering, draft rankings, and final deliverable.
