    This position requires an employee to be onsite at 3200 Labore Rd, Suite 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Job Summary

As a new standalone agency Direct Care and Treatment (DCT) has four new and exciting opportunities available for you to join our DCT Procurement Team as a Buyer 2. As a Buyer, you will perform procurement functions in the acquisition of goods and general services on behalf of DCT. These procurement functions include writing specifications, conducting solicitations, vendor management, encumbering funds, and compliance with laws, rules, policies, and procedures in relation to procurement.

    Other duties may include:
  • Process procurement requests as they are received via the Electronic Inter Office Request System
  • Conduct research to find vendors that meet specifications. Include vendors certified by the Office of Equity in Procurement as a Targeted Group, Economically Disadvantaged, or Veteran-Owned business as required by OSP
  • Coordinate and effectively manage all vendor contact
  • Consult on any concerns with administrative policy or assistance resolving problems that may impact agency continuity or service

Qualifications

    Minimum Qualifications
  • Authority for Local Purchase (ALP) certification level of $25,000 through the Department of Administration
    AND
  • One (1) year of purchasing experience with a government organization. Experience must include:
  • Evaluating and understanding acquisition requests for estimates that include detailed product specifications.
  • Interpreting, applying, and communicating procurement principles, policies, and procedures.
  • Working with integrated accounting and procurement systems
  • Experience with the State of Minnesota SWIFT systems
    OR
  • Three (3) years of administrative experience supporting purchasing and procurement functions with a government organization. Experience must include:
  • Processing and entering acquisition requests and detailed product specifications.
  • Supporting and communicating procurement principles, policies, and procedures.
  • Entering data and utilizing integrated accounting/procurement systems.
  • Experience with the State of Minnesota SWIFT systems
    Preferred Qualifications
  • Current certification from the Dept. of Administration as an ALP Buyer, with the ability and willingness to seek $50,000 ALP authority
  • Experience in the procurement of technology-based commodities, IT maintenance, computer peripherals, small construction project
