We are looking for a full-time Partner Liaison (Northeast Region) who will work in a positive, mission-driven environment. This position reports to the Executive Director of The Learning Lamp and works collaboratively with other leaders in the organization to promote a positive organization image.
The Partner Liaison (NE Region) is critical to the goals of PASSHE ECE PDO and acts as a connection between the regional HUB, the NE region, field, and staff, and the individual providers and programs.

- What are the duties and responsibilities?
- Manage and monitor the grant operating budget including purchase requests, orders, and funds reservations for expenditures.
- Manage grant-wide budget requests and creates reports into a single matrix of requests allocations and expenditures for submission to PDO Director. Manages all educational and administrative equipment requests for the NE region and monitors the distribution of funds after decisions have been made.
- Establish and manage predictive analytics of grant budget to inform strategic decision making of the Grant Manager.
- Manage travel allocations by individual and type of professional development.
- Maintains and monitors budgets for these programs.
- Serves as liaison with the regional PDO partner institutions with grant related questions, requests and with budget.
- Manages, prepares, and evaluates comprehensive reports for self-study purpose with the PDO. Work with various components of the evaluation process including reviewing documentation submitted by IHE’s, Community Partners, and others creating and preparing documentation required from the PDO.
- Responsible for participating in and maintaining accurate information on steps within the grant staff hiring process from the initial request to the filling of the position.
- Prepares agendas including selecting items for discussion for all regional meetings; attends all grant meetings; prepares and distributes minutes for meetings. Meetings may require travel.
- Independently handles incoming correspondence and drafts replies where necessary to complete the task. Monitor the Grant’s website and recommends changes when needed.
- Manage Grant participants and provides support.
- Compile data on the PDO activities.
- Establishes rapport with all partners and organizations within region and represents the PDO Director in administering the operation of the grant including policy, schedule and budget transactions for the grant project and budget expenditures.
- Provide support to the Grant Director in all strategic initiatives that impact the project. Execute tasks of the Grant Director’s vision and execute goals for the project.
- Manage operational meetings with regional grant managers and other stakeholders.
- Position responsibilities are assigned in a general way, giving the individual broad discretion in accomplishing objectives. Work is carried out with minimal direct supervision and reviewed through conferences and the results of reports submitted. Opportunity for professional development is available.
- Oversees the Regional Early Childhood Education PD Coordinators and works collaboratively with the regional Workforce Coordinators.
- Maintains and coordinates connectivity with each region.
- Provides collaboration opportunities for each region monthly.
- Ensures best practices and ECE opportunities are shared among the field.
- Assists GD and AGD with oversight of ECE Field Liaisons Apprenticeship Coordinator, and Mentoring and Coaching Coordinators located throughout PA.
- Collaborates with community partners who provide professional development in support of the Early Childhood Educator Career Pathway.
- Meets regularly with community partners to understand the needs of the field.
- Develops and maintains connections with related community partners.
- Coordinates with ECE Providers and workforce statewide to disseminate information surrounding grant implementation.
- Assists with collaboration among ELRC’s to provide PD information statewide.
- Meets monthly utilizing technology or in person.
- Provides on-site technical assistance to PD Coordinators and ELRC PD providers.
- Visits PD Coordinators monthly.
- Attends ELRC Provider meetings.
- Develops relationships with other professional organizations in the field statewide.
- Attends national, state, and local ECE meetings promoting the PDO process among the field.
- Regularly engages community-based partnerships in order to build and strengthen lines of communication among the ECE field across the state.
- Meets often via in person or utilizing technology.
- Generate continuous feedback mechanisms in order to grow delivery options and improve the implementation process.
- What are the required qualifications?
- Bachelor’s degree in early childhood education or related field; Master’s degree preferred.
- 5+ years early childhood practice experience in Birth to 5 early care and education; leadership experience preferred.
- Understanding of adult learning methodologies and diverse learning styles of students.
- Knowledge of current birth to 5 early childhood systems and structures within the Commonwealth of Pennsylvania (OCDEL, NAEYC Standards, Keystone STARS, PreK Counts).
- Knowledge of and ability to demonstrate respect for issues of multiculturalism and diversity.
- Strong oral and written communication skills (must be comfortable working with email communication).
- Excellent organizational and time management skills.
- Computer skills, including Microsoft Word and Excel, database management.
- Capacity for sitting, standing, walking, bending and stopping for long periods of time, as these happen throughout the eight-hour day.

- Travel to and from grant program responsibilities and tasks throughout the region/state with grant director or along and with all travel to be compensated.
