Business Analyst (Remote Position)

Job Summary:

We are seeking an experienced Business Analyst with 8 or more years of experience to support high-impact projects within the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The ideal candidate will serve as a key liaison between business stakeholders and IT teams, ensuring that business requirements are accurately captured, communicated, and implemented. This individual must have a strong background in business and data analysis, requirements gathering, testing coordination, and stakeholder communication.

Candidates should possess hands-on experience in system troubleshooting, training development, and User Acceptance Testing (UAT) within large-scale public health or benefits programs. Experience with WIC systems or EBT implementations is highly preferred. A wide degree of creativity, analytical thinking, and independent judgment is expected in this senior-level role.

    Key Responsibilities
  • Serve as the primary liaison between WIC program business units and technical teams (architecture, development, sustainment).
  • Analyze and document business requirements from both state and local agency staff for the Texas WIC MIS transition to EBT.
  • Review, analyze, and evaluate business systems and user needs; propose strategies that align technology with business objectives.
  • Identify, document, and troubleshoot system problems; consult with stakeholders and recommend workable solutions.
  • Prepare functional documentation such as detailed user needs, program functions, use cases, and workflow diagrams.
  • Support the development and execution of test cases for User Acceptance Testing (UAT); track and resolve defects and gaps.
  • Create training curricula and lead formal training sessions for assigned system modules and updates.
  • Review and analyze system dual participation records and provide recommendations to mitigate data duplication.
  • Participate in sprint reviews, analyze summary reports, and contribute insights for continuous improvement.
  • Provide guidance on test plans, validation strategies, and project deliverables.
  • Deliver high-quality customer service to internal and external stakeholders through prompt, professional communication.
  • Assist in preparing solution options including risk assessments and cost/benefit or ROI analysis.
  • Provide input on vendor deliverables, design document plans, and completed project artifacts.
  • Track progress of deliverables and milestones to ensure timely project completion and escalation of blockers to business leads.
  • Communicate feedback on system enhancements and testing outcomes back to development and leadership teams.
  • Support business process reengineering initiatives and align system changes with agency goals.
  • Support and collaborate on training materials and documentation for end-users.
